Can you legally import a car from Japan?

Yes — with one main rule that governs most JDM imports: the 25-year rule. Any vehicle that is 25 years or older is exempt from US federal safety (NHTSA/FMVSS) and, at 21+ years, EPA emissions standards, so it can be imported and registered without meeting modern US-market requirements. That is why cars like the Nissan Skyline GT-R, Silvia, Toyota Supra, Chaser, and Mazda RX-7 can come into the country once they cross the 25-year mark.

Eligibility is measured by the vehicle's month of manufacture, not just the model year. If the car you want is not yet 25 years old, you are not out of luck — a good importer can purchase and store the vehicle in Japan until it becomes eligible, so you lock in the car (and price) today.

There are narrower paths for newer cars too — the NHTSA Show or Display exemption for rare, historically significant models, and off-road/track-only imports — but for the vast majority of buyers, the 25-year rule is the route.

Two ways to buy a car from Japan

There are two main sources, and most importers offer both:

1. Japanese car auctions

Japan runs enormous weekly used-car auctions (USS and others) with tens of thousands of vehicles. You cannot bid directly as a foreign buyer — you go through a licensed exporter/agent who bids on your behalf. Auctions give you the widest selection and the sharpest pricing, and each car comes with an auction inspection sheet grading its condition. 2. Dealer stock

Step-by-step: how the import process works

You choose the car — we take care of everything else. Here is the full process, and what we handle for you at each step:

1. Choose your car. Pick from dealer stock, or tell us the make, model, year, and budget and we source it from auctions. Request a specific vehicle here.
2. Inspection. Before you commit, a physical, in-person inspection in Japan — photos, video, and a condition report — catches rust, past repairs, and mechanical issues that an auction sheet alone can miss.
3. Purchase or win the bid. You confirm the all-in price (vehicle plus Japanese-side fees), and we buy the car or place the winning auction bid.
4. Export from Japan. The car is de-registered, export paperwork (export certificate/JEVIC where required) is prepared, and it is booked onto a vessel.
5. Ocean shipping. The vehicle sails to a US port — commonly Baltimore, Newark, Jacksonville, Long Beach, Los Angeles, Tacoma, or Honolulu.
6. US customs clearance. On arrival, the car clears US Customs and the required EPA (Form 3520-1) and DOT (Form HS-7) paperwork is filed under the 25-year exemption. Clearing customs requires a licensed customs broker — we handle that brokerage for you, so you never have to find or hire your own.
7. Title and registration. We assist with obtaining a US title so the car is ready to register in your state. Delivery is to your nearest port, or we can arrange transport to your door.

How long does it take?

Plan for roughly 45–60 days from purchase to delivery. Ocean transit is usually 3–5 weeks depending on the departure and destination port, with the rest of the time spent on export processing in Japan and US customs clearance.

How much does it cost?

Beyond the price of the car, budget roughly $3,000–$5,000 for import costs — ocean freight plus standard export, import, US customs, duty, and title fees. Why a "shipped" price isn't the whole price

This is the most important thing most buyers miss. Almost every exporter quotes only a "shipped" price — the cost of getting the car to a US port, and nothing more. That leaves out the entire US import side. With a shipped-only exporter, before your car even lands you have to find and hire your own customs broker to clear it, then cover import duty and taxes and sort out port clearance and pickup yourself — confusing, and often hundreds to thousands of dollars in surprise costs.

What to ask before choosing an importer

The import world has some traps. Before you commit, ask:

• "What is the total price, shipped?" Insist on a complete CIF estimate — vehicle, export fees, inland transport, and ocean freight — with nothing hidden.
• "Are you charging Japanese Consumption Tax (JCT)?" Exported vehicles are tax-exempt. An exporter adding a 10% JCT on an export is padding the bill.
• "Do you inspect the car in person before I buy?" Auction-sheet-only importers can miss real problems. A physical inspection protects you.
• "Do you handle customs clearance and title, or is that on me?" A full-service importer manages the whole chain so there are no surprise costs or delays.
